Twenty years of schedule contingency carried behind a ten-year plan — a two-hundred percent buffer, held because what is being attempted has no precedent.

A contingency is time set aside in advance for the delays that will happen but cannot be named yet. Here it is twenty years behind a ten-year strategy: two hundred percent, which is an unusually large buffer and is sized that way deliberately. The plan is unprecedented in human history; a buffer sized as though it were routine would be a lie told to a schedule.

It is load-bearing because of what the buffer is for: ensuring that the transformation completes within a single generation, even if it takes three times as long as planned. That is the actual commitment. The ten-year strategy is the plan; the thirty-year outer bound is the promise. Naming both prevents the two failure modes — pretending the plan will hold, and quietly abandoning the horizon when it does not.

The discipline that makes a contingency honest is that it is monitored rather than consumed. It is watched actively alongside the critical path, so that a body can see how much of its buffer it has spent and how fast. A buffer that is only discovered to be gone at the end was never a contingency; it was optimism with a number attached. This is the same discipline the Game keeps at a smaller scale: plan to finish a season ahead of each marker, run the path with no slack, and let the season between plan and marker be the contingency — and when you are past the marker, say you are behind and replan to the milestone before moving it.

In the Game at a table, the equivalent is small and unglamorous: the Quest that will not finish this season is said to be continuing or laid down, at the turning, out loud, rather than being carried silently into the next season as though it had not slipped.
