Ecclesia Led Joint Ventures and Soft Franchises

Ventures formed by the called-out body around each core function of society — continuously improving its quality and continuously lowering its cost — with the best solutions packaged so that another place can run them without being owned by anyone.

Every locality needs the same handful of things done well: people fed, healed, taught, housed, governed, kept safe, kept in rhythm. When the institutions that used to do them stop working, two bad answers appear immediately — wait for them to be repaired, or let one company solve it everywhere and own the solution. The third answer is to organize the work as ventures that the body itself leads, one around each of the twelve core functions, whose purpose is improving quality and lowering cost for everyone rather than capturing a market (Capital Subordinate To Purpose, Subsidiarity).

What such a venture produces, when it works, is not a branch office. It is a soft franchise: a leading solution packaged with the training, coaching, and mentoring needed to run it locally — adopted, adapted, and operated by the people of that place, learning across the whole array rather than reporting into it. Soft because nothing is owned from the centre and nothing is compelled; the package travels, the sovereignty stays (Polycentric Implementation of Shared Solutions, Kit of Parts, General Pattern, Specific Application). Beside them stand matchmakers, human and machine, whose whole job is connecting a body to the right tool at the moment it is needed rather than at the moment someone wants to sell it (Just in time).

The three together answer a question the commons alone does not: a shared library of solutions is inert unless somebody is responsible for improving each one and helping the next place run it. That responsibility is what a venture is for. What is not stated anywhere — who forms one, who capitalizes it, what a franchise agreement contains, how a venture is held to purpose, what happens when one starts behaving like a company — is the whole of its mechanism, and it is missing.
