The smoke test

One account is an anomaly. Two, pay attention. Three, look into it. Five or ten of the same shape about the same body, and there is almost certainly a fire.

It is a rule of thumb for a hard problem: how to weigh reports that are individually deniable. Any single account of harm by an institution can be explained away, and usually is — the person was difficult, the circumstances were unusual, the account is one-sided. All of that may even be true. The test says the deniability of each one is not the question; the shape and number of them is (Testimony, Sensemaking, Pattern Recognition).

Its discipline runs in both directions, which is what keeps it from being a licence to believe anything. It refuses the demand for proof before attention — one account is enough to attend to. And it refuses conclusion from a single case — one account is not enough to conclude (Navigating Towards Truth, We Do Not Know, Discernment, Second reader).

What it does for a person inside the situation is different from what it does for an observer. Inside, it is what lets someone stop treating their own case as a verdict on themselves: the same thing happening to strangers is information about a body, not about a character (The Accuser, Shame, Structures of Injustice).

What it does for a body is set a duty. If five accounts of the same shape have arrived and nobody has looked, the not-looking is now the finding (Necessity Of Accountability, The Lahaina Principle, Whistleblower Protection, Requirement Of Transparency).

The numbers are a rule of thumb and nothing more — offered by their source as judgment, not as a threshold anyone derived, and they will be wrong for a small body and wrong again for a very large one (Honesty about time, Proportionality).
