The fourth Recognition: reasoning is visible; power is accountable. Not the exposure of persons — the exposure of decisions.
What must be visible is why: the reasoning, the alternatives weighed, who decided, and on what grounds. A Body whose decisions are visible but whose reasoning is not has published outcomes and hidden power. The instrument is ordinary and unglamorous — from every call a record of what was said, decided, and promised, in plain text anyone in the Cell can read and correct, and a decision log carrying the why so that nothing is re-litigated by accident (The Record · Decision Records).
It is load-bearing because it is the precondition of the Recognitions on either side of it. Necessity Of Accountability is empty if no one can see what a steward did or why. Possibility Of Reversal is empty if the reasoning behind a decision was never written down — a decision whose grounds are lost cannot be revisited, only overturned. Transparency is what makes revocable authority operable rather than theoretical.
It is bounded, and the bounds are as principled as the requirement. Persons are not transparent; decisions are. Speak of people not in the room as if they were present and might read it; a name is never enlisted without a consent that can be found again. Elision: a line may be hidden on purpose, on the record, asked for before the record is shared, and only for one's own words or what was said about one — and no one edits another's.
