Rule Of Three
A heuristic for organizing: work is done in small groups, and the smallest is three. A group forms when two others consent to a proposal.
Three is the first number at which a group is a group. One is a person. Two is a relationship, and a relationship has no witness, no tie-break, and no way to survive one party's absence — whatever is agreed there is also deniable there. At three, something exists between the members that none of them privately holds: a decision can be witnessed, a disagreement can be held without deadlock, and the body persists when one steps away.
The forming move follows from that. An individual brings a proposal and two others consent to it; what is born is not a friendship with a purpose attached but a body constituted by an agreement three people entered. This is why the Game's smallest Cell is three to thirteen, best at four to seven, and why by name matters — a Cell is a named set of people who chose, not a mailing list.
The smallness is as load-bearing as the three. Work happens in small groups because that is the scale at which everyone can speak in one sitting, commitments are visible, and nobody is anonymous. Scale is reached by multiplying small groups rather than enlarging them: at thirteen a Cell divides the way a cell does, and both go on.
Its standing is modest and worth saying: the canon holds it as a short root page with no dependents named anywhere, and its substance is carried in practice by Form a Cell and by Levels Of Scale's Circle threshold. It survives as a row because the constitutive move — two consenting to a third's proposal — is stated nowhere else.
