Circle

Peers gathered in equality and mutual respect to discern, decide, learn, or act together in service of a shared purpose — the form of the gathering, with no head of the table.

Three to thirteen souls in a ring of trust, faces toward one another, every voice mattering. People have gathered this way around every fire humanity has ever lit. The Circle is the warmth, the witness, and the belonging: the ancient shape in which sovereign beings learn to love, trust, decide, and build together.

It is load-bearing as shape. Governance is not only rules; it is geometry. A table with a head produces deference before anyone speaks; a ring produces peers. One voice per person is easy to declare and hard to sustain unless the room itself is arranged for it. Nearly every instrument in this Pillar — Consent, Meaningful Objection, Wise Eldership, the rotation of Roles — assumes a body seated as a circle, and works poorly in any other arrangement.

The canon distinguishes form from function. A Circle is the gathered form; a Cell is a Circle that has taken up the whole code — covenanting in a Field of Agreements, sustaining itself, choosing a Quest, sharing its stories, passing The Flame. Begin with the form you have always known; see what your Circle is becoming.

In play, it is where nearly everything happens: the weekly The Turn, the check-in round, the Proposal and its objections, the harvest and close. When a Circle cannot resolve something at its own ring, it goes to a Wisdom Council or a Council — which are themselves circles, one scale up.
