Consent
The absence of Meaningful Objection to a Proposal — which is to say, the proposal, though not perfect, falls within every member's Range Of Tolerance as the body advances toward its aim.
Consent is not enthusiasm and it is not consensus. The working test is one question: does anyone have a reasoned, paramount objection? If no one does, the proposal stands. This is why bodies that decide by consent move quickly without anyone being overridden: the standard is workability, not unanimity of preference.
It is load-bearing because it is the only thing that makes binding decisions legitimate among sovereigns. Nobody is governed who has not agreed; agreement can be withdrawn; silence is never a yes. Remove consent and everything else in this Pillar becomes decoration — the Field of Agreements becomes house rules, the Selectively Permeable Membrane becomes a wall, Authority becomes command.
Two disciplines keep it honest. First, every decision has a review date — consent is not forever, and a body that never revisits has quietly converted a yes into a permanence nobody granted. Second, the closer a proposal comes to the wise right thing, the more harmony surrounds it; rising dissonance is information about the proposal, not about the dissenter. As a proposal drifts out of tune, it eventually falls outside someone's range of tolerance, and a member who does not consent may require it improved until it is inside everyone's.
The canon also holds a gradient: the greater a decision's span of impact, the more time a body should spend moving past the lower standard of consent toward the higher standard of consensus — which is always available given enough wisdom, time, and patience.
