Sanction

A legitimate consequence for the violation of agreements or law — bounded, proportionate, and answerable like any other exercise of power.

A body of sovereigns still needs an answer to what happens when someone breaks what we agreed. Without one, agreements become aspirations and the most conscientious members quietly carry the cost of everyone else's lapses. Sanction is that answer, and the adjective matters more than the noun: legitimate. A consequence imposed outside the Field of Agreements, or without Recourse, is not sanction but force.

Its discipline is Proportionality — response matched to the scale and nature of the breach — and its first preference is always Remedy. The canon's frame for injury is restorative: heal the harm, restore the relationship, change the condition. Sanction is what remains when repair is refused or when continued harm must be stopped, and even then the aim is not retribution. At the far edge, where a sovereign is genuinely dangerous, the canon speaks of containment rather than punishment (Containment Of The Dangerous Sovereign).

It is also the instrument most easily corrupted, which is why it is hedged: bounded by what was agreed, applied by a body with standing, visible in its reasoning (Transparency), appealable (Recourse), and never immune from review. A group that sanctions in private has already lost the thing sanction was protecting.

In play, most bodies will use sanction rarely and should. The ordinary responses to a broken word in the Game are a gap named honestly and learned from, without blame — and, where a pattern persists, a conversation, then a Mend a Tension, then the The Escalation Ladder.
