Subsidiarity Of Authority
The second Recognition: decisions belong at the smallest scale that can make them well. Service flows downward; authority flows upward.
The default sits at the bottom. A larger scale does not decide instead of a smaller one; it offers direction, and at times decisions, only where its wider abstraction and capability genuinely serve the whole. Everything else stays where the people who will live with the consequence are sitting.
Two failures press from either side. Capture upward: a decision drifts to a larger scale because the larger scale has more information, more money, or more confidence, and after a few seasons the smaller scale has stopped expecting to decide anything. Abdication downward: a decision that genuinely needs the wider view is pushed to a Circle that cannot see the whole, and the Body fragments into locally optimal, collectively incoherent moves. The word well carries the weight. The test is not which scale has the right to decide but which can decide well — and that changes with the question, the season, and the competence actually present. Structurally, subsidiarity is one of the main immunities against Centralization Of Power: a centre that never acquires decisions cannot become one. In practice it is how a Cell stays sovereign over its own work while a Supercell holds what genuinely crosses Cells, and how a small Stewardship body can exist without becoming a government — it stays out of as much as it can, decides when it must, and pushes decisions back out as far as they can go and no farther.
