The Function Of Governance

To steer the vessel toward its destination — stated before any structure is chosen, because a structure chosen before its function is known will serve something else.

Govern comes from the word for to steer. Not to hold office; not to preserve itself; not to produce order for its own sake. To steer.

Saying the function first is a discipline, not a preamble. Almost every governing body a person has met was inherited as a shape — a board, a committee, a parliament — and its purpose was reconstructed afterwards to fit the shape. From the function follow the requirements. Structure, culture and process must be at once protective and purposeful — protective, or the body is captured or eroded; purposeful, or it is a well-defended vessel going nowhere. They must fit the social, economic and political nature of the mission actually undertaken. Simplicity that cannot survive attack is naïve; robustness nobody can participate in has already become a priesthood.
