Regulatory Branch

Beyond the familiar branches, an array of functional groups whose work is to keep each function of the body inside the range of tolerance in which it and the whole can flourish.

The three branches most people inherit — making law, carrying it out, judging it — are organised around kinds of authority. The regulatory layer is organised around functions of the body: governance, economy, culture, power and ethics, individual and group and community development, master planning, resourcing, relationships, communication, legal and policy, monitoring, knowledge, wisdom, continuous improvement, crisis prevention, evaluation, land and resource stewardship, and others as they are needed (Separation Of Power · Adjudication · Governance · Guild).

Each such group is responsible for regulating, empowering and balancing its function within a specified Range Of Tolerance. All three verbs matter and the middle one is the unusual one: a regulatory organ here is not only a brake. Its job is that the function works — which means raising capacity as often as restraining excess (Regulatory Protections · Oversight · Stewardship body).

The design intent is growth rather than architecture. The system is meant to emerge and complexify from a seed state toward its full potential, so at any time many of these functions are held informally, becoming formal groups only as the need arises. That is the opposite of the usual move, where the org chart is drawn first and then staffed; here a group exists because a function started needing one (Emergence · Structuring and Federating Emergent Opportunities · Provisional Backbone · Prototype).

Two cautions travel with it, and the canon does not name either. A named group tends to outlive the need that created it (Term Limits And Rotation · Disbanding · Drift). And a body set up to regulate a function it depends on is the standing case of Regulatory Capture — which is why the structural counters belong here as much as anywhere (Requirement Of Transparency · Recourse · Subsidiarity Of Authority).
