Self-similar structure repeating across scales — why one Cell can teach a world.
Fractal names the property that makes this system transmissible. The same principles, values, and moves that guide a person guide a Circle, a community, a bioregion, a planet. The canon's term for the practical consequence is fractally applicable: an approach learned at one level transfers to the others, so a player who learns the weekly Turn at a table of five has learned something they can run at any scale they ever reach.
It is load-bearing for replication. A movement that must be taught differently at every scale cannot spread faster than its teachers; one that is self-similar can be carried by anyone who has played one season. This is why Pass The Flame works the way it does — you give them the whole of it, not a simplified version — and why the canon says propagate, do not scale: nothing grows by making the centre larger.
It is also load-bearing for resilience. Each fractal instance is designed to be self-sufficient and self-governing to the extent possible while remaining connected, so that a disconnected instance can keep running the pattern from what it holds. That is the same logic as The Golden Seed itself: a text from which the whole can be regrown by a Cell that has lost contact with everything else.
Fractal pairs with Holarchy to give HoloFractal, the compound the governance pages use: self-similar and nested, each part complete in itself and containing the whole, each scale at once a domain, a superorganism of the scales below, and a subsystem of those above. Roughly an order of magnitude sits between adjacent levels; there is no true bottom and no true top.
