Invisible and Visible Power Structures

Power operates in layers of visibility: the public authorities that appear to govern, and the unaccountable arrangements that shape what those authorities can do. The pair is what makes either term mean anything.

Visible power is what has a name, an address, and a press office: governments, corporations, media houses, religious institutions, large charities. It presents itself as accountable — through elections, markets, boards, donors — and much of the time it genuinely acts. Invisible power is everything that shapes outcomes without appearing in that account: the arrangements of finance and ownership, the coordination that happens outside any minute-taking room, the long-horizon interests that outlast any administration, the concentration of what can be known and by whom (Control Of Information).

The load-bearing claim is structural and modest, and it can be tested: where the visible institution is the only thing examined, the examination will be incomplete. An honest reading of any large outcome asks two questions rather than one — who decided, and what shaped what they could decide. This is not a claim that the visible layer is a puppet or that anyone is innocent. It is a claim about where to look.

It matters because of what it changes in a player's practice. Directing all energy at the visible layer produces campaigns that win the vote and lose the outcome; directing all suspicion at an invisible layer produces paranoia, which is the cheapest thing to induce in a population and the most reliably disorganising. The canon's answer to both is the same and is not confrontation: build what cannot be captured. A body that is Self-Governing, Self-Sustaining, and Self-Replicating, whose record is open (Requirement Of Transparency) and whose decisions cannot concentrate (Structural Immunity), is not vulnerable to either layer in the way a movement with a headquarters is.

The discipline this page most needs is its own: name what can be shown, and hold the rest as question. Concealment is real, and the reading of concealment is exactly where a person is most easily deceived, including by themselves (Discernment · Navigating Towards Truth).
