Power Of The Republic
The capacity that appears when people stop working alone — and the question that comes with it: how to protect the individual and the local from the power of the whole.
The canon's definition of power is physical: the rate of doing work, energy transferred per unit of time. As a people advances toward coherence, what can be done in a given period rises sharply. That rise is the promise of the whole enterprise and simultaneously its gravest exposure, because the same capacity that can regenerate a bioregion can flatten a village.
The canon names this as the most critical issue the moment a person leaves isolation and moves toward right relationship in higher-order functional unity. Not how to build power — that follows from coherence — but how to keep it in service of all rather than in power over any. Every instrument in this Pillar is, from one angle, an answer to that one question.
The answers are stacked rather than single. Vertically: Sovereignty At Every Scale, Subsidiarity, the Selectively Permeable Membrane, and freedom of exit, so that aggregated power cannot reach down. Horizontally: Separation Of Power, so it cannot concentrate across. Temporally: Term Limits And Rotation, so it cannot settle. And beneath all of them, Right Use of Power — the disposition without which the structures are only obstacles to be routed around.
In play this is rarely felt by a small Cell, and that is precisely the trap: the protections must be built while they still seem unnecessary. By the time the power is real, those who hold it are the ones who would have to agree to bind it.
