Surveillance
Watching without consent — the symptom of broken trust, and the method by which control replaces relationship.
Surveillance is observation that the observed did not agree to and cannot end. Its defenders always offer safety, and it does sometimes deliver a thin version of it. What it cannot deliver is trust, because it is what a body does instead of trust. Where relationship has failed, watching is substituted; where watching is installed, relationship does not recover.
It is named here as the risk surface of the technical layer for a reason. The capabilities the field is otherwise glad of — records that persist, systems that see across scales, machines that read faster than people — are the same capabilities that, turned inward without consent, produce total legibility of a population to whoever holds the instruments. The difference is never the technology. It is who agreed, what may be withdrawn, and who can see the watchers.
The canon's line is direct: guardianship is built through integrity, strength, trust, and the will to stand for what is right, not through domination or surveillance. True security arises from transparency and relationship. That is not a softer claim; it is a structural one. A body whose reasoning is visible and whose authority is revocable does not need to watch its members, because it has no secrets to protect from them.
What replaces it is the discipline already in the field. Transparency runs upward, toward power: reasoning is visible, decisions are logged with their why, and no role carries immunity from those it serves. Privacy runs outward, toward the person: a membrane decided on purpose, with visibility and safety chosen rather than defaulted, and a person's own time, energy, and attention recorded on their own card, going nowhere without their word.
