We The People
The constituting subject of the new body: not a government founding a people, but a people constituting itself — the free and sovereign inhabitants of Earth and beyond.
Every constitution begins by naming who is speaking. That naming is itself the first act of governance, because it settles where authority comes from before any article is written. Here the speaker is the people themselves — recognizing their unity with ØNE, one another, and all Creation — and no throne, state, or institution stands behind them conferring the right to speak.
It is load-bearing because a body called into being by an authority can be dissolved by it. One that constitutes itself cannot; its standing is its members' standing, which is inalienable. This is the difference between a chartered organization and a people, and it is why the canon's constitutional voice is first-person plural rather than third-person legal.
The phrase's second half — of Earth — does the work of refusing the nation as the largest unit of belonging. The constitution states that it is not bound to any state, nation, planet, or species; the constituting subject is correspondingly wide, and widens further as Federation extends. A people that has called out its own leaders, in the seed's phrase, cannot be beheaded, bought, or fooled by anyone naming leaders for it.
In play, no player meets this at a table. It is met once, if at all, at the threshold — in the recognition that saying yes joins something nobody owns.
