Primacy Of Consent
The third Recognition: binding decisions require genuine consent, freely given and revocable. Nobody is governed who has not agreed, and silence is never a yes.
Three words carry it. Genuine — consent given by someone who understood what they were agreeing to; consent manufactured by deception, extracted from ignorance, or taken in a moment when it could not be reliably given is not consent. Freely — attraction rather than promotion, invitation rather than enforcement; the boundary between voluntary and compelled is sacred. Revocable — a yes that cannot be withdrawn was never a yes; the door that opens from the inside is what makes the room a room and not a cell.
In practice consent is the absence of meaningful objection within each member's range of tolerance, and every member carries the obligation to object when they reasonably believe the Body will be unable to achieve its aim (Meaningful Objection · Range Of Tolerance). This is not consensus — nobody must be delighted — and it is not majority, which would bind the outvoted without their word.
Consent is also how anything crosses a membrane. What a Body consents to has access; what it refuses does not.
