Wisdom Council
A circle of three to thirteen trusted elders or stewards asked to discern and transmit wisdom on behalf of a Domain — counsel, not command.
A Wisdom Council advises; it does not rule. Its members carry none of the obligations or liabilities of directors or trustees, and its standing rests on trust rather than office. It exists to guide, protect, and shepherd a young sovereignty through its lifecycle: providing consultative wisdom, reviewing significant decisions and junctures, and overseeing nomination as self-governance is established.
It is load-bearing as a provisional organ. A new body rarely has full self-governance on its first day, and the gap between founding and maturity is exactly where founders quietly become owners. A Wisdom Council holds the governance space in that gap — visible, small, advisory, and explicitly temporary — so that the space is not held instead by whoever happens to be loudest or first.
Its discipline lives in its terms. Members are chosen by the co-creators of the sovereignty they serve, and the council is reviewed, reaffirmed, and recommitted every ninety days — a Season at a time, never indefinitely. It may elect sub-councils and call consultants for delegated work. The canon's thesis is that wisdom councils replace bureaucracies: decision-making stays emergent, participatory, and grounded in discernment and trust rather than procedure.
In play, a Cell usually does not need one; a Supercell or a body with money, property, or people's livelihoods in it usually does. Stalled Consent goes to the elders for counsel — and comes back as counsel, which the body is free to weigh.
