Oversight
The vigilant and wise monitoring of stewards and systems, to keep them aligned and to catch corruption or deviation early.
Oversight is Accountability made continuous. Accountability says a steward owes an answer; oversight is someone actually looking, on a rhythm, before anyone has a reason to be suspicious. The distinction matters because scandal is almost always the failure of ordinary attention rather than the absence of a rule.
It is load-bearing because the diseases this Pillar guards against are slow. Centralization Of Power, Extraction Of Wealth, and mission drift do not announce themselves; they accumulate, and each increment is defensible. Only something that looks regularly — and compares what it sees to what was agreed — can catch them while the correction is still small.
The canon keeps it non-adversarial by design. Oversight belongs with Wise Eldership and the Wisdom Council, whose function includes reviewing significant decisions and junctures, and with the rhythm of the body itself: a Retrospective each season, an OmniSpection at the turning, a The Record anyone may read and correct, the improvement log, and a Second reader where provenance matters. Oversight that operates as policing produces concealment; oversight that operates as tending produces early news.
In play, the smallest form is a Cell reading its own The Circle's Scorecard honestly at the end of a season — a body watching itself before anyone else has to.
