The Sovereign Vessels

Four vessels nested inside one another: this planet, the society steering it, the billions of small vessels composing that society, and the whole within which all of them sail. Governance is simply the act of navigating and steering.

Earth is the first. Everyone is aboard it; where it goes, all go. On the corpus's reading it was well made and works — regenerative, habitable, sound for as long as it is wisely tended (Earth, The Planet, Living System, Worksite Earth).

Society is the second, and it is the one in trouble. The direction of the human arrangement is what is steering the planet, and it can be steered in turn. This is the distinction the whole chapter rests on: the ship is not broken; the navigation is (Society, The Existing Order, Governance).

The micro vessels are the third, and they are people. Every conscious being with a will and the ability to choose is one, and the direction of the whole is the sum of their navigation. The ones still asleep are steering too — set, by default, to whatever was installed in them (The Player, Sovereignty, Free Will, The Caves).

The whole is the fourth — the containing vessel within which every other one sails and which orders them all (Cosmos, Universe, ØNE, Holarchy).

From this comes the definition that makes it more than an image: governance is the act of navigating and steering, and self-governance is navigating yourself. Which yields the flat sentence the chapter turns on — if you do not consciously steer yourself, you will be steered by others; if you do not govern yourself, you will be governed by others (Self-Governing, Self-Sustaining, and Self-Replicating, The Function Of Governance, Sovereignty Of Consciousness).

And the leverage: steering a vessel does not mean moving the vessel, or even the whole rudder — only the small surface at its edge. Each person is one of those (Trim Tab, Tipping Point Strategy, The First Three Percent).

Two guards the chapter itself supplies. The images are analogies and are not to be confused with reality (Essences, Renderings, And Ineffable Referents, Metaphor). And sovereignty is only half of it: the thrill of steering yourself meets the fact that most worth doing cannot be done alone (There Is No Solo Phase, Federation, Cell).
