The Macrolocality
About a million sovereigns — a federation of Mediolocalities within one major population centre; the city scale.
This is where urban infrastructure, dense culture, and genuinely complex coordination cohere: transport, water, power, hospitals, the trades at volume. A million people is far past any relational ceiling, so everything here runs on pattern rather than personality — the same card shape, the same rhythm, addressable lines, and proposals that change shared things by edition at a turning (Minimum standards of interoperability, Proposal, The plan of the whole).
Its risk is the one the ladder is designed against. At this size the old world builds a centre and calls it a government; the Pattern instead federates complete wholes from below, each sovereign, each able to leave, none owned (Holofractal Omnifederation, Sovereignty At Every Scale, Centralization Of Power). What a Macrolocality legitimately does is what the scales beneath it cannot: planetary-grade production nodes, large works, and the shared services a single Community could not carry (Integrated Delivery, Shared Services, Infrastructure, and Support).
Called the City Hub in the Strategy and Plan, it holds roughly ten Mediolocalities and sits beneath the Macrocomplex and the Ecoregion. Like every rung it is at once a Domain, a superorganism of the scales below, and a subsystem of those above (Levels Of Scale, The Two-Stake Principle).
