Proposal
A better way, written in a sentence and sent up on the Season Sheet.
The Proposal is how shared things change. Anyone at any table may write one — a sentence or two on line 12 of The Season Sheet — and it travels up with the sheet. Each home gathers the proposals it receives onto one page beside its own. At each turning the gathered proposals are read, and those that ring true become The edition of the cards and the books. Nothing shared is changed by silent edit.
It is load-bearing because it is the only door between a table's experience and the rules everyone plays by. Without it, the cards would either ossify or drift: ossify because no one below could correct them, or drift because anyone could rewrite them. With it, ten thousand tables improve one instrument. The evidence is in the instruments themselves — the unit line on The Circle's Scorecard, the left, in order note on The Circle Sheet, and line 13 of the sheet each began as a sentence on somebody's paper.
How it is played, inside a body. A proposal names a change and the need it answers; it is discussed, refined, and decided by consent rather than by vote, which means it passes unless someone raises a Meaningful Objection — a reasoned, paramount objection that the body will be harmed or unable to achieve its aim. Preferences are not objections. Every decision carries a review date, because consent is not forever; Possibility Of Reversal is one of the Recognitions. Test a proposal against the aim, its feasibility, its effect on the whole, its clarity, and how it will be checked afterwards.
How it is played, between bodies. Keep it to a sentence or two — a home reads many. Send it up on the sheet rather than to a person. Expect the change, if it comes, at a turning and never mid-season: the rules of the Game change only at a turning, and the old card counts until the new one arrives. A proposal that is not taken up is not a refusal of the person; the body may simply not be ready, and a table may play its own better way locally while the wider body catches up.
