The plan of the whole
Each level plans its own work and publishes its milestones; the level above weaves them into one plan and broadcasts it back as the upper half of every card.
Nobody writes it and everybody is in it. A Cell pulls its own season backward from the milestones it serves and publishes what it will have done and when. Its home plans over its own activities plus those published milestones; the level above does the same; and what returns downward is not an instruction but a picture — the Goal, the moment, the milestones, this season's plan for the whole, and the stretch of road this player's part touches. That is The same card shape doing its work: the upper half is the whole, the lower half is yours.
It is load-bearing because it is the answer to the oldest objection — that coordination at scale requires someone in charge. Here the weaving is a computation over published milestones, not a command over people; interface commitments are agreed in both directions; and a body that stops publishing simply stops being woven in. Nobody is in charge of it. Everyone is.
It is also what makes a small body's work legible to itself. Seeing the stretch of road your part touches is what turns a Quest from a private errand into a contribution — and seeing where your milestone sits in the chain is what makes Honesty about time matter to someone other than you. The plan changes as the seasons turn; the picture is refreshed at the turning, by Proposal where the shared parts change.
