The Reluctant Arming Of Awakening Humanity

The doctrine under which a withheld transmission is released: controlled, vow-bound, and reluctant — released because the hour requires it, never because the holders wanted it known.

Some knowledge is held back on purpose. The canon's reason is not mystique: a capacity that can create can also extract, and training does not select for orientation. So lineages that carried the deeper material transmitted it slowly, conditionally, and only to those bound by a vow — having catalogued, across ages, what happens when it reaches people who are not (The Warrior's Vow, The Dark Initiate Failure Mode).

The release doctrine is the separable and portable part of this page, and it has four conditions.

Reluctance. The default is that a withheld thing stays withheld. What changes the default is need, and the holders are expected to feel the release as a cost rather than a vindication.

The vow first. What binds the capacity precedes what transmits it. The canon's formulation is blunt: receive the work without the vow and you are no longer protected by the pattern that protects those who walk it (Vow-Speaking, Covenant).

Gating by formation. Release is graduated. What is opened at each stage is what that stage has prepared a person to hold (Belt Progression, Operate At The Scale You Were Prepared For).

Because the field requires more, not because the holders gained confidence. The stated trigger is that too few are standing where the harm is occurring — a claim about need, which is the only kind of claim that can justify overriding a protection.

This is the general shape of every hard disclosure decision the canon faces: what is unveiled, to whom, in what order, bound by what (The Great UnVeiling, Disclosure tier, Ontological Shock). Read that way it is an instrument rather than a story about one tradition's material.
