Delegation
Entrusting responsibility and authority from one being, domain, or level to another — while retaining accountability.
The clause that carries the weight is the last one. Authority can be handed on; the answer owed cannot. A person who delegates a decision still owes the body an account of how it went, and a body that delegates work to a sub-domain has not thereby stopped caring what happens there. Delegation without retained accountability is abdication, and abdication is how domains quietly drift out of anyone's care.
It is load-bearing because no body of any size can decide everything at one table, and the alternative to conscious delegation is unconscious delegation — work drifting to whoever picks it up, authority following the work, and nobody able to say who holds what. Making delegation explicit, and charting it across sub-domains, is what keeps Subsidiarity from becoming diffusion.
The canon holds two faces of it. Between levels: responsibility and authority entrusted downward or outward within a Domain, made visible on a function chart that every group is encouraged to keep current. Between persons: a member may choose to delegate their own decision-making authority to another member they trust — a sovereign act, freely made and freely withdrawn.
In play a Cell delegates every time it chooses Roles: someone keeps the record, two host the season. The health test is simple and worth running each turning — can every member say what each role holds, to whom it answers, and when it rotates?
