Infrastructure
The foundational systems that make life and flow possible — what everything else quietly stands on.
Infrastructure is what a body does not think about until it fails: water, waste, energy, transport, shelter, communication, and the arrangements that keep them running. Its defining property is invisibility. Because it is beneath notice it is rarely governed on purpose, which is exactly why whoever does control it holds a claim on everyone above it.
Two things follow. First, infrastructure is a Commons question before it is an engineering question. What is shared and stewarded for the benefit of all within a domain, versus what is owned and metered, decides more about a community's freedom than any of its stated politics. Second, it is a design question at every scale: the macro systems of a region and the micro systems of a household are the same craft, and both either serve the living systems they sit inside or degrade them.
At the scale of a federation, infrastructure names what a body of Cells can provide that no single Cell can: shared services, support, and the systems that make polycentric implementation of a shared solution possible — solve once, make it available everywhere, localize it wherever it lands. This is not a centre providing for dependents; it is capacity pooled by sovereigns who each keep the right to walk.
In the crossing there is a more urgent form: the hub, the ark, the place with water and stores and a roof that a community builds before it needs one. Storing against lean years is an old strategy and an unglamorous one, and it is the difference between a people that helps its neighbours through a hard winter and a people that becomes the emergency.
