The ladder of legal tiers

Legal form is chosen, not assumed — and the ladder begins at Tier 0: no formal structure at all, where most transformational work actually happens.

A group of people who have agreed to do something together is already a real thing. It needs no registration to hold a purpose, keep agreements, do work, or be trusted. Tier 0 is that, named as a legitimate rung rather than as a lack — and many bodies live there indefinitely and well (Voluntary Association, Field of Agreements, Cell).

Above it the rungs climb only as necessity climbs. A body that holds money, signs a lease, employs people, owns land, or must survive the death of its founders eventually needs a legal person with agency of its own. Each rung buys a capacity and costs something real: paperwork, exposure, obligations to an outside authority, and a shape that the old world's law imposes rather than the Pattern (Jurisdiction, Legitimacy, The asset lock).

It is load-bearing because the default in most cultures is to incorporate first and think later — and that default quietly hands a new body a governance structure it did not choose, written by people who never heard of its purpose. Naming the ladder converts an assumption into a decision, taken at the moment necessity actually arrives (Institutional Idolatry, Constitutional Protection Of Purpose, Sovereignty).

When a body does meet the old world, the shape it reaches for is a fractal sovereign legal person with agency independent of its members: several constituencies rather than one, accounting across six capitals, integrative decision-making, locks on both the assets and the purpose, reciprocal federation, and a duty to contribute to the knowledge commons. The shape is treated as settled; the vehicle that carries it in any given country is open (FSx, The six capitals, Private Ecclesiastical Voluntary Membership Association).
