Council

A more formal assembly of sovereign agents entrusted with discernment and guidance across one or more domains of governance.

Where a Circle is the everyday form of peers gathered, a Council is what a circle becomes when it is convened deliberately, for a stated purpose, with standing to speak for more than itself. The difference is formality and reach, not rank: a Council is still a ring, still one voice per person, still bound by the Field of Agreements of the body that convened it.

It is load-bearing because some questions cannot be answered at the table where they arise — a matter that touches several Domains, a dispute between bodies, a decision whose Proportionality demands more voices than one Cell holds. Without a convening form, such questions either stall or get absorbed by whoever is willing to decide alone, which is how informal power is born.

The Game's instruction for convening one is spare and good: wise eldership, a gathered circle, a requirement of multiple voices, and Dialogos as the manner of talk. Councils come into being for what they are for, and the canon's companion teaching is discrete birth and discrete death — a council that has finished its work is dissolved rather than kept alive by habit.

In play a player is most likely to meet a Council at a Season's turning, or when a Mend a Tension escalates past two tables. A Wisdom Council is a particular kind of council: standing, advisory, small, and recommitted every ninety days.
