Why Three Percent — The Two-Sided Bound

Three in a hundred is not only a floor. Below it a protective body cannot sustain itself; above it the tail begins to wag the dog.

The canon uses three percent constantly as a threshold to reach. This page carries the half that is usually left out: it is also a ceiling.

The floor. Below three percent there are simply not enough trained people to cover the watches, hold the work continuously, sustain the formation pipeline, and respond to what arises — so the protective function becomes episodic, which is a different and weaker thing than a presence (The 300, The First Three Percent).

The ceiling, in the canon's own words: above it, "the Warrior tail wags the Community dog." A protective body larger than its share begins to dominate the wider culture in ways that distort the body's federation with its other crafts. It does not have to seize anything; it simply becomes the loudest logic in the room, and a community starts organising itself around threat (The Twelve Archetypal Guilds, The Community's Three Vulnerabilities, Federations vs Empires).

That two-sidedness is what makes the number an instrument instead of a target. The question for a body is not have we reached three percent but are we inside the band — and a body well over it has a problem of the same seriousness as a body well under it, which is not how any group holding a protective function naturally thinks about itself.

Three hundred in ten thousand also holds a workable architecture: roughly thirty to forty bodies of three to thirteen, enough to specialise, enough to run several years of formation at once, and enough redundancy that no single person's absence compromises the whole (Why Three To Thirteen, The Starting Cohort And Its Pipeline).

The historical claim behind the bound should be read for what it is. The canon says communities that held roughly three percent endured, those below were eventually overrun, and those above tended to become militarised cultures. No community, place, or period is named — the pattern is asserted from experience that is not cited. The band is worth holding as a design heuristic and is not evidence.
