Citizenship

Belonging that is chosen rather than conferred — a covenant relationship with a body, carrying deeper rights and deeper responsibilities than membership.

Ordinary citizenship is a status a structure grants: born into it, or admitted to it, with rights attached. The canon inverts the origin. Here citizenship is entered — a person commits to a shared vision, goals, and values, and takes on a greater share of deciding, stewarding, and contributing. Rights and responsibilities are symmetric; there is no right without a corresponding responsibility.

It is load-bearing because a body needs a name for the standing of those who have gone all in, distinct from those who are exploring. Without the distinction, either everyone is treated as fully committed (and the merely curious are over-asked) or nobody is (and those carrying the body have no standing that reflects it). The canon's ladder — observer, supporter, participant, member, citizen, steward — is one attempt at that gradation, with citizenship reached after some years of contributing membership.

The word carries a second, larger sense in this canon: the highest citizenship is not to a state but to the whole — one citizenship under God, held by those who recognize their belonging to ØNE and All before any nation. That sense is what the The New Covenant constitutes, and what We The People speaks for.

In play, a player is unlikely to meet citizenship in a first season. They meet a table, an agreement, and a Commitment — and citizenship, in either sense, is what those may deepen into over years.
