The LIØNSBERG Integrated Development Goals

A goal-set designed to be universal, holistic and adaptive — with indicators attached — rather than a fixed agenda agreed once and outlived.

Four design properties are claimed, and they are the content, since the goals themselves are nowhere enumerated. Universal — applying to everyone, regardless of where or who (Universal Rights, and Universal Aspirations, None Of Us Until All Of Us). Holistic — covering total integrated wellbeing rather than one measurable slice of it (Wellness, Omniconsideration, The six capitals). Interdependent — read together, since progress in one bought at another's cost is not progress (Silos No More, Cross-Functional Integration). And adaptive — expected to iterate across decades and generations rather than to be fixed and then missed (Everything Is Current Best Understanding, Continuous Improvement, Generational Time).

What the framework is for is measurement without a centre. Define the aim clearly enough and value and waste become distinguishable, so that sovereign people and bodies can align their own attention and effort without being directed — which is the only way a goal-set works in an arrangement with nobody in charge (Throughput, Waste, Design To The Goal, Integrated Delivery, Subsidiarity).

The accountability it proposes is citizen-led rather than institutional: oversight held by the people the goals concern, reporting in the open, review on a rhythm, and adjustment when the reading says so (Oversight, Transparency, The Record as the Movement's variance gauge, Monitoring, Evaluation, and Continuous Improvement).

And the last move is the one most such frameworks never make: make it playable. If the relation between what a household spends its time on and what results can be modelled and shown, then a child can see it — and a goal-set that only a ministry can read is not a goal-set for everyone (The Great Game, The Board, The grandmother test, Conditions of Acceptance).

The goals themselves are not enumerated anywhere in the corpus. What exists is the design of a framework and the argument for it; the set it would contain has not been written, and no indicator has been specified (Gaps Not Yet Closed, Work In Progress, We Do Not Know).
