The Solomon Plan
Constructing the wisdom systems of the new order — the third of the three named plans, and the least written.
Provision keeps a people fed; preservation keeps what they would not be able to rebuild; and neither answers how a people decides well once it has survived. The Solomon Plan names that third work: councils, discernment, the library, the way elders are recognized and consulted, the instruments by which a body thinks (Wise Eldership, Wisdom Council, The Living Library, Dialogos).
It matters because the failure it guards against is the common one. Bodies that survive a crisis usually keep the habits the crisis taught them — speed, secrecy, a strong hand — and those habits build the old world again under new names (Centralization Of Power, The False Prophet, Structural Immunity). Wisdom systems have to be built alongside the storehouses, not after them, or there will be nothing to hand the storehouses to.
Its state is ore: named in the Playbook as a Play, invoked in the transition pages beside its two siblings, articulated nowhere. What can be said honestly is what the rest of the corpus already holds — that discernment is a practice rather than an office, that stalled decisions go to elders for counsel and not for command, and that a body which writes down what it learned is already building this (Discernment, Retrospective, Knowledge as commons, Gaps Not Yet Closed).
