The Seven-Tier Engagement Escalation

Engagement begins at the lowest scale that can address it and climbs only when it must — individual, pair, circle, community, bioregion, planet, cosmos — and comes back down top-first until it rests where its aftermath can be held.

Individual. Most of what arises never goes higher. The person recognises what is happening, addresses it, and the situation resolves. Pair. When it exceeds one, the partner is brought in; two hold what one could not (The Warrior Pair). Circle. When the pair cannot resolve it, the Circle gathers and brings collective capacity. Community. Larger matters that exceed any one Circle go to the Community's Wisdom Council, which coordinates several Circles at once from a common centre (The Hub). Bioregion. Matters affecting several communities, or operating at the scale of the land itself, are coordinated by the bioregional Council (Bioregion). Planet. Rare — what touches many bioregions at once. Cosmos. Rarer still, and beyond what any body on this scale coordinates alone.

Two rules make it a ladder rather than a chain of command.

Escalation is reviewed, not assumed. The Council at each level considers whether climbing is warranted before the wider body's attention is spent, because attention at a higher scale is scarce and every escalation consumes some of it (Subsidiarity, Proportionality).

De-escalation is symmetric and is the harder discipline. Once addressed, the highest scale that was engaged releases first, handing the situation back down one tier at a time, until it rests at the lowest scale that can hold its aftermath. Without that rule, a body that mobilised for an emergency stays mobilised — which is how protective structures quietly become permanent ones (Disbanding, Term Limits And Rotation).

There is one bounded exception and it is named plainly: where escalation is not possible in the time available, the one present acts within their cultivated capacity, accepts the risk, and is accountable to the Council afterward.

The canon's own observation about the ladder is the reassuring one: most engagements resolve at low tiers, and most of the protective work is invisible precisely because it succeeds early.
