Universal problems land differently in every life and every place, so a shared solution must be localised before it can work.

The crises are global and nobody meets a global crisis. People meet a bill, a diagnosis, a dry well, a school that is failing their particular child. That is not a smaller version of the large problem; it is the only form in which the large problem is ever actually encountered — and therefore the only form in which it can be worked on.

The claim has a sharp edge for anyone trying to help at scale. A solution designed centrally and delivered outward addresses a situation nobody is in. Six things the canon emphasises follow from that: personal responsibility for one's own life and place; real engagement between neighbours and local bodies; genuinely localised strategies that still contribute back to shared goals; building the local Capacity to act rather than delivering outcomes; empowerment in the plain sense of people doing it themselves; and cultural sensitivity that is not decoration but accuracy — the design is wrong if it does not fit how people actually live there (On translating).
