Decision Records
Reasons written down so nothing is re-litigated by accident: what was decided · why · what the alternatives were · what would change it.
Four lines. That is the whole instrument, and it is Card 7 of the Operating System. The fourth line is the one most bodies omit and the one that does the most work: what would change it converts a decision from a verdict into a hypothesis with a trigger, which is exactly what a body holding everything as current best understanding needs.
It is load-bearing because memory is not a governance system. Without a record, a settled question returns every few months, argued by whoever is present, decided differently depending on who is tired — and the people who were not there inherit conclusions with no reasons attached, which they can only obey or overturn. Neither is learning.
It also does quieter work. It makes Transparency concrete: reasoning is visible because somebody wrote it. It makes Accountability possible: a steward can be held to the reasoning they gave. It makes Possibility Of Reversal real rather than rhetorical: you can only revisit what you can reconstruct. And it carries knowledge across generations of a body, which is why the canon insists that the why, including the rejected alternatives, is the part that must survive.
In play, a Cell keeps it in the same notebook as everything else: a line or two, written the day the decision is made, by whoever keeps The Record. What is owed is computed from the record, never remembered.
