24 The Plan — the first three percent

A plan is a chain of promises with a little slack in it. Nothing more is claimed here, and nothing less is offered. This one runs backward from a feast, through seven years and twenty-nine turnings of the seasons, to what a person does tomorrow morning — so that anyone who reads the Story, talks it through with whoever and whatever they think with, and uses their own good sense, is already doing the most important thing there is to do, without ever having been told what to do.


Start here

If none of this is familiar, this section is the whole chapter. Everything after it is the same thing, said more carefully, and you may stop wherever you like.

What we are trying to do. Make life a little more like Heaven, for everyone alive and everyone still to come. Not as a feeling — as work, in a real place, that you could point at afterward.

Who does it. Small groups. Three to thirteen people who know each other by name and choose to walk together. That is called a Cell, and it is the only unit that matters. There is no head office. There is no one to apply to. Nobody is in charge of the whole thing, and that is on purpose, because everything that ever built a head office got captured, bought, or killed.

How a small group works. It meets once a week, same day, same place, for an hour or two. That meeting is called a Turn. Each person says what they said they would do and whether they did it, what they learned from the difference, and what they will do this week. Someone writes it down. Someone tells a story. Everyone puts something in the middle of the table — money, food, hours, a skill, whatever is real for them. That is it. That hour, kept twelve weeks running without drama, is a bigger achievement than any plan on paper.

How time is kept. By the sun. Roughly every ninety days the sun turns — the two solstices and the two equinoxes — and that is a Season. Each Cell picks one real thing to do in a season, called a Quest, and at the end of the season it writes one page and sends it to another Cell that looks out for it. Nobody owns the solstice. Nobody can move it. That is why it works as a clock for ten thousand tables that have never met.

How it spreads. You pass it on. Within about a week of receiving it yourself, you hand it to the two or three people you already know are ready — not to argue anyone into it, just to find the ones who are already looking. They start their own group, not a branch of yours. Then there are two groups. That is called passing the Flame, and it is the one move that is not optional, because a group that never passes it dies with the people who started it.

How many are needed. Not everyone. About three in every hundred is enough to turn a people — in a town of ten thousand, about three hundred. Those three hundred are not appointed by anyone. They are named by their own neighbours: everybody is asked who they would most trust to help lead their community through a hard time, and the people most often named get the invitation, delivered by the hands that named them. That inversion is the whole strategy. An invitation to join gathers watchers. Being told you are one of the ones who will do the work gathers workers.

Why this chapter runs backward. If you plan forward you ask "what can we do next," and you find out too late what you should have started a year ago. So instead you stand at the end — the feast in the winter of 2033 — and ask what has to be finished right before it, and right before that, back and back, until you arrive at tomorrow morning. That is called pulling the plan, and it is why the last section of this chapter is a list of things a person can do in a single day.

Two kinds of date, and never confuse them. A marker is a date the sky gives — a solstice, an equinox. It arrives whether or not anything is finished, and nobody can move it. A milestone is a date the work gives — a thing finished, to a stated quality, by a day a particular person gave their word for. Markers keep the rhythm. Milestones carry the promises. Treat a marker as a deadline and the calendar starts to feel like a boss; treat a milestone as a marker and it drifts until it means nothing.

And the slack. Every plan needs some. The rule here is: aim to be finished one season early, run the essential chain of work to that early date with no slack in it at all, and treat the season between the early date and the marker as your spare — visible, and counted out loud as it is spent. When the marker passes and the work is not done, say so plainly, work out why, and redraw the plan before moving the date. A missed marker has already done its job: it made reality visible. What kills a plan is never lateness. It is quietly moving the end date so nobody notices.

That is the Plan. The rest is detail, and the detail is worth having, and you can come back for it.


The Goal, and the last marker

The Goal does not move. ØNE · Creator's Intent · Heaven On Earth · for All · forever. Everything below it is how, and every how here is disposable the moment a better one serves. The Plan is not the Goal. The Plan is our Current Best Understanding of the road, drawn so that it can be checked, missed, and redrawn in the open.

So begin at the end, and describe it as though we are standing in it.

The Winter Solstice of 2033. The longest night of that year, which arrives whether or not anything is finished, and which no council can move. Across the Earth, at tables in kitchens and back rooms and fields and refugee halls, people who did not know one another seven years earlier are holding a feast at the same hour, keeping the same clock, which is the sun.

What is true that night, for the first cohort of the world:

Debts that could be forgiven have been forgiven, and the forgiving was recorded. Captives who could be freed have been freed. Land that could be returned has been returned. Nobody was made to do any of it; bodies that had kept their word to each other for seven years found, when the turning came, that they could bear to. The books were opened and closed honestly in the same season, which is the whole of what a Jubilee is.

A cohort of people — the first three in every hundred, and then those they carried, and those those carried — have each walked three years of healing and formation, and stand as full citizens of something they built rather than inherited. The youth who entered at fifteen have risen at eighteen, and the rising happens annually now, so the crossing does not have to be made twice.

Every community that has a living body knows its own condition, because at every turning for seven years its Cells sent one page of fourteen numbered lines to their Home, and the Homes read them, and the numbers meant the same thing in every language.

And the last move of the night is the first move of the next age: the Flame is passed to the generations who will live in rooms nobody at that table will ever see. The Jubilee is a turning, not an ending. The Eternal Divine Play does not have a final round.

Two things about that date, said plainly. It is a marker, not a milestone — the sky's date, not the work's (Temporal markers apart from milestones). And it is already set one full season early on purpose: the ten-year grand strategy this Book inherits began in the spring of 2024 and completes nominally at the Spring Equinox of 2034, so the Jubilee at the Winter Solstice of 2033 is the plan date, and the season between it and the equinox is contingency, visible and spendable and counted as it is spent. The Plan applies its own honesty rule to its own last day. That is the only way to earn the right to apply it to anyone else's.


The pull, backward

You cannot get to that night by planning forward. Planning forward asks what we can do next, and discovers the handoffs too late. Pull planning starts at the finish and asks what must be complete immediately before it, and before that, and before that, until the wall reaches today — and it makes the dependencies visible while there is still time to act on them.

So: the wall, with four markers on it, walked backward. Under each marker, four things — what must be true, what it stands on, the milestones of work (a thing complete, to a stated quality, by a day someone gave their word for), and the leading indicators that say whether it is coming or not while there is still time to change it.

The discipline that governs every block: plan to finish one season ahead of each marker · run the Critical Path to the plan date with zero Float · show the season between plan date and marker as contingency, spent out loud. Up to the plan date, the Plan is on schedule. Past it, contingency is being consumed knowingly. Past the marker, The Record says behind, and says why, and the body re-pulls before it moves anything (Honesty about time).


Marker IV · Winter Solstice 2033 — the Jubilee

What must be true. The first cohort of the world has crossed. Every person who wished to be invited has been invited, has had three years to walk if they wanted them, and stands connected, resourced, and self-governing in a body that will outlive the people who started it. Enough communities are whole enough that the feast is not symbolic in most of them.

What it stands on. The whole of 2030, three years earlier — because formation takes about three years, the last cohort that can be in this feast must have joined by then. That single dependency is what makes 2030 a hard marker rather than a hopeful one. It also stands on the Record having been kept honestly for seven years, because a body that hid its variance in year two cannot be trusted with a Jubilee in year seven.

The milestones of work. The plan date is the Autumn Equinox of 2033; the season between is contingency. Before the plan date: the Covenant written in a form any body can say aloud and any body can refuse; the accounting of what is actually forgivable, done community by community and published; the rites of the feast written down from what bodies have actually practised rather than from what a text imagined; and the handing-on named as a milestone in its own right, with a date, because the move most often skipped is the last one.

The leading indicators. Complete Season Sheets as a share of Cells on the roll. The share of communities that can name their own three hundred. And line 13 — how is the Cell, one word and a line — read across everything, because a body can be numerically on plan and dying, and line 13 is the cheapest instrument anyone owns for catching that early.

Float on the path to this marker: none. One season of contingency, and no more.


Marker III · Winter Solstice 2030 — everyone who desires, invited

What must be true. No person on Earth is more than one hand away from an invitation carried by someone they actually know. Not reached by a broadcast — reached by a hand. The distinction is the whole strategy: broadcasts gather watchers; hands gather workers.

This does not mean everyone has accepted. It means the offer exists, locally, in a language and register that person can receive, carried by a face they trust. Some will decline. Some will need to be asked twenty times, by different voices, in different seasons, before they can hear it at all — and the Plan expects that and keeps asking, because None Of Us Until All Of Us is not a slogan, it is a scheduling constraint.

What it stands on. Three things, each of which must be built in the years before.

Reach. A living Cell within walking distance of most people alive, which is a matter of the cascade arithmetic below and of nothing else.

Register. The Story readable at every gate — the whole code in a form a mother and a nine-year-old can read aloud together in an evening, and in the tongues people actually dream in. A pattern that cannot be told does not travel, and the ninety percent resonance the strategy needs cannot be reached by dense prose alone.

Provision. That a person who says yes finds a table already set. The canon states this as a hard sequencing rule and it is the one most often violated: the instruments of formation — the Book that carries the whole code, and the Kit that lets any kitchen table run the practice — are complete before the called arrive. The called must never again arrive to find the table bare.

The milestones of work. Plan date: the Autumn Equinox of 2030.

  1. The arrayed assembly stands, and has ratified. The working assembly of those called out by their own people refines and collectively ratifies the strategy, and from that point the how belongs to the called-out. This is a structural trigger and has no date of its own: it fires when enough co-creators stand, not when a calendar says so. Its own precursor fires earlier still — when the first hundred and forty-four stand, they nominate five to ten representatives to seed the joint planning process, and the stewardship of the canon, the guidance function, the treasury path, and the instruments begins to distribute out of any one pair of hands. The Plan names its own single point of failure and schedules its removal. Until that day, every key and every duty is held redundantly.
  2. The commons vehicle is mature and platform-independent. Whatever rail carried the first contributions is scaffolding; by this marker the body holds its own, in law, in more than one jurisdiction, honouring the law of every land it touches, and could lose any single platform without losing a season.
  3. The hubs, grown rather than built. Every locality's Cells face the same needs, and it is absurd for fifty Cells in one town to duplicate the same capacity fifty times. So each place gathers its commons of shared capacity — and it starts in the libraries, schools, halls, barns and shuttered buildings that already stand, before a single stone is laid. The full physical network is a later stage's work and is named in the numbers section below as an estimate, not a promise.
  4. The crafts carry themselves. Guilds around the core functions of a body, each teaching its own; facilitation spread by each one teaching one rather than by any training department.
  5. The standards are stable and boring. The minimum standards have stopped changing, because bodies that have never met are relying on them.
  6. The Record is public every season, including the seasons it says behind.

The leading indicators. Invitation reach per season, counted as hands and not as impressions. The share of communities with at least one living Cell. The share of communities at three hundred. Sheets complete. Requests answered within one Turn — a falling request count is usually not peace, it is asking having stopped feeling worth it.


Marker II · Winter Solstice 2027 — the first year, and the body that no longer needs its founders

What must be true. The cascade is self-sustaining. If every instrument of the centre vanished that night, the body — its Book in hand, its trust-tree known, its Cells sovereign — continues. That is the design, and it is the test of everything built before it.

Concretely: Cells exist that were formed by people who never met anyone from the first season, in places nobody planned for, and they are keeping the Turn and filing sheets that the rest of the body can read.

What it stands on. Four seasons of ordinary practice. Not a campaign. A Turn kept twelve weeks running, without drama, is a larger achievement in the first year than any plan, because what kills bodies in this stretch is not catastrophe but intermittence — we will restart after this one.

The milestones of work.

  1. The first supercells. Three or more Cells that have genuinely become one another's Home, exchanging sheets, pooling for larger Quests, and writing down what they agreed at the door. That writing is the Field of Agreements, regrown from practice rather than issued from anywhere.
  2. The first community body. Where the Cells of a place number toward three hundred: a steering group of four to seven that knows it is scaffolding and dissolves its own founding authority by prior design; a charter with an asset lock and a purpose lock; and three seats that are roles with people in them, not sentiments — for the living systems of the place, for future generations, and for the Whole.
  3. The Prototype receiving submittals. Whatever works anywhere flows in, is reconciled into a common Kit of Parts, and comes back improved to everyone — so that no community ever starts from zero and every beginning inherits the learning of all the beginnings before it.
  4. The first translations, with the numbering kept. When the sheet is translated the words change and the numbers stay. Line 6 is line 6 in every language, which is what lets a Home add up sheets it cannot read.
  5. A full year of Records, variance stated, nothing re-baselined quietly.
  6. The first honest retirement of something. A body that has never laid anything down in a year is not learning; it is accumulating.

The leading indicators. Replication per mature Cell — the growth ratio, of which more below. First-season Cell survival. Kept as a share of made, per Cell and in aggregate. Proposals per turning, which is the cheapest test of whether a federating body is still governed by its members: a living one produces a steady flow of them upward; a calcified one produces none, and nobody notices for a year.


Marker I · Winter Solstice 2026 — the first three percent, connected and empowered

What must be true. Three in every hundred is enough to turn a people. At the scale of a community of ten thousand that is about three hundred; at planetary scale the same fraction is a few hundred million. They are the already-awakening, found and organized before the heaviest weather (The First Three Percent, The 300, Tipping Point Strategy).

The threshold is met by conditions, not by a headcount, and the conditions are four things every one of them has done:

  • Read the Story — received it, in whatever register reaches them, and recognized something.
  • Taken the Roll — given their word where others could hear it, and been written down: their name as they choose it, who brought them, who witnessed, and the three they would most trust to help lead their community through what is coming.
  • Formed a Cell — three to thirteen people, by name, best at four to seven, with a day and a place for the Turn.
  • Chosen a Quest — one real thing, for one season, the Cell can point to afterward.

Absent any one of those, a large number of sympathetic people is still a mailing list. Add the fifth — the Flame passed at least once — and a body exists that can grow without anyone's permission.

What it stands on. This is the marker the Plan stands closest to, and the one about which it must be most honest.

The lateness is real and is already recorded. The original form of this marker — a quarter of a billion people, marked for the end of 2026 — will not be met by headcount, and the Record says so in plain words rather than moving the line. The root cause was found and is not flattering: an invitation to join gathers watchers. Those who came waited for a centre to act, and this body by design has no centre. Nobody had been asked, by name, by people who know them, to lead. Every prior instrument had been built by a centre for players, and taught by its very form that the centre builds.

So the grammar changed at the autumn equinox of 2026. Every person is invited to take up their own voice, and the first act of every voice is to name the two or three they would most trust to lead their own community through the crossing. Being chosen as the worker is the content of the message. That inversion is simultaneously the way the thing spreads and the vaccine against the disease that stopped it.

The contingency for this marker has already been spent. Which means — say it exactly — there is no contingency season between the plan date and this marker. The plan date and the marker are the same day, and the path to it carries zero float. Every later marker gets its season of protection. This one does not, because the season that would have protected it was consumed in 2026 and consumed knowingly. A plan that pretended otherwise would be lying on its first page.

The milestones of work. The first season, equinox to solstice, about ninety days:

  1. The Story in handable form. Something that can be read aloud at a table in an hour, and something smaller still that fits on one page and in one breath.
  2. The Seed and the Kit complete before the first hundred stand. The Book that carries the whole code; the Playcard, the Questcard, the Scorecard, the Circle Sheet, the Season Sheet, the Field of Agreements. Each degrading to paper, because a hand copy on any paper counts exactly as much as a printed one.
  3. The door. One place a person can walk to, from which the whole can be downloaded and carried away — generated from plain text, so that though the door vanish, ten thousand copies remain and each can regenerate the whole.
  4. The Roll, and the naming of the three. Every voice able to name its three within two days. Three trusted nominations surface an Invitation, and the Invitation is delivered in person, by the hands that named them. The system's only job is to tell the hands where to reach.
  5. The contribution rail, transparent from the first coin. A public ledger anyone can read; about a tenth of what flows nurturing the commons of the table you sit at; the rest distributed across the people doing the work; and the pool dividing at every new and full moon, so that value never pools at any centre and no more than a fortnight of flows can ever be captured, frozen, or lost. This is not accounting convenience. It is armour, and it is also why the body cannot be bought.
  6. The first Cells standing in the open with their Quests, their sheets filed at the solstice, their stories told.

The leading indicators. The four that govern everything, named in full in the next section, plus kept as a share of made from the very first Turn.


The first season, and the critical path through it

The critical path from the equinox to the solstice does not run through content. It runs through cycle time — the elapsed time from a person first hears the Story to that person's Cell has passed the Flame to someone else — and through nothing else. Every hour spent on anything that does not shorten that interval or raise the fraction who complete it is, in this season, waste, however good it is.

Cycle time is composed of four things, each of which can be watched weekly, each of which can be improved, and each of which is on the path:

  1. The Story's resonance in the first minute. A person arrives through someone who trusts them, reads the opening, and either something in them recognizes it or it does not. There is no other test at this gate, and both outcomes are sovereign. What is on the path is the register: how many people can receive it at all.
  2. The Invitation's acceptance rate. Of those who resonate, how many say yes in their own words, where others can hear it.
  3. Acceptance to living Cell. Of those who say yes, how many are at a table within a fortnight with three to thirteen named people, a day, a place, and a Quest. This is where most loss happens, and it is a Kit problem before it is ever a people problem: wherever Cells stall, the Kit — not the people — is treated as defective and improved.
  4. Living Cell to first Flame passed. Of Cells that live, how many pass the Flame within days of their first gathering. The naming begins in the first gathering, not later.

Two numbers fall out of those four, and between them they are the Plan.

The multiplier is the product of the four rates, times the number of hands each member reaches: how many new living, passing Cells each living Cell produces. Call it R.

The generation time is the sum of the four latencies: how long one full turn of that loop takes.

Growth is R raised to the power of elapsed time over generation time. Everything else in this chapter — every marker, every milestone, every estimate — sits downstream of those two numbers, and both of them are measurable from the first week by any Cell with a notebook.


Tomorrow

The whole of the Plan, at the only scale where it is ever actually executed, on the first day:

  • Read the Story. Give it an hour. Read it as a true myth or as a game we have agreed to play; either way what follows is the same, and it is real.
  • Give your word, in your own words, where someone can hear it. Nobody is governed who has not agreed, and silence is never a yes.
  • Take the Roll. Your name as you choose it, who brought you, who witnessed.
  • Name your three, within two days. The two or three, out of the hundred people you know best, you would most trust to help lead your community through what is coming. Not family. Not the famous. Not the loud. The faithful — people you have personally watched navigate hardship, preferably for three years or more. You cannot nominate yourself, and anyone campaigning to be nominated has disqualified themselves by campaigning. If you cannot think of three, the work is to go find them. Your naming may be delegated, whole or in part, to someone whose judgment of character you trust more than your own.
  • Send the Seed to the people you love. Not a pitch. The whole of it.
  • Form a Cell within a week. Three people is enough. Give it a name. Agree out loud how you will treat one another. Two of you host this season, and the hosting passes around.
  • Choose a Quest. One real thing, this season, you can point to afterward. Real, near, and yours.
  • Fix the day, the hour, and the place of the Turn, and refuse to move it.
  • Pass the Flame within seven days, to the two or three you already know are ready. Their Cell is their own, not a branch of yours; but you are their Carrier, and that never changes, and your Cell is their first Home.
  • Put something in the middle of the table. Whatever is real for you.
  • Fill the fourteen lines at the solstice, have two hosts sign and date and count them, and send the page to your Home.

That list is the Plan. Everything above it is bookkeeping, and everything below it is commentary.


The first three percent — who they are, and how they are reached

Who. Not the credentialed, the loud, the already-organized, or the self-selecting. The ones their own neighbours would want beside them in a hard year. They are not chosen by any centre and they do not appoint themselves; they are called out — surfaced by the trust of the people who know them best. A people that has called out its own leaders cannot be beheaded, bought, or fooled by anyone naming leaders for it. That is not a poetic claim; it is the structural property that makes the whole thing worth building this way rather than a faster way.

Two doors, and both stay open.

The open door is everyone. Any person may take up their voice, contribute whatever is real, and hold a live voice in how shared things are decided and a live stake in the value that flows. Nobody is turned away. This door leads, in time, to full citizenship for all.

The narrow door is for those called out to lead. Three trusted namings surface a person, and they receive the Invitation from the hands that named them. They accept or they do not. Both are sovereign.

The web of nominations is the treasure, and it is guarded as one. It is a living map of trust across an awakening population; it is also, in hostile hands, a targeting map. So the membrane applies to the body's own data as first-order law, before the first thousand names exist, in tiers: a public layer (counts, Cells, Quests, Stories — the visible field); a recognized layer (what Cells share Cell to Cell by mutual consent); and a private layer — the person-graph itself, held locally by the people it names, exportable and deletable by them, pooled at no centre ever. Disclosure tightens automatically with the danger of the jurisdiction. And beneath every digital layer runs the analog contact-tree: each member knows their three and is known by theirs, which no seizure reaches.

The calling keeps an immune system, because any mechanism that confers standing will be gamed. Namings are weighted by the demonstrated record of the namer, so organized capture buys little. Campaigning disqualifies. And because trust networks mirror whoever starts them, the body widens deliberately past its founders' own kind — tongues, lands, traditions, generations — until the called-out look like Earth.

The Reweaving Web. Behind the calling stands the page where the body says whose everything is — and it holds three rings that are also three sizes of the human problem (The Reweaving Web).

One hundred and forty-four — the lineage. The streams through which this whole pattern was ReMembered here, none of them its source: the rules of shared life and their federation protocols, the confederacies and their clan mothers and their seventh-generation seat, the cooperatives, the rooms where anonymity is structural immunity, the open-source commons, the valley where a school came thirteen years before a cooperative, the production disciplines that taught honesty about time. The ring stands at a hundred and forty of a hundred and forty-four, and the remaining four are not reserved — they are simply not yet found. The arithmetic of this Game is honest or it is nothing.

Three hundred — the constellation. The size at which a network stops being a network and becomes a body that can hold a place steady. Three in every hundred of ten thousand. It is met by a people calling out its own, never by a centre listing them.

Three thousand — the reweaving. Ten communities of three hundred; roughly the number of people one steward can genuinely have met in a working life. Not a target to reach but a threshold to design for: build the register so it still works at three thousand rows and it will work at three hundred without strain. Held as a proposal, and marked as one.

And one rule governs all three rings: a name crosses from the private register to the public web only on a recorded yes — not an inferred yes, not a yes reported on someone's behalf, not a yes because they are already known, not a yes because they spoke warmly in a room. The same discipline the Game applies to a commitment applies to a name: a will is a person's word, consciously given, never an inference (Consent, Attribution).

The door and the table. These are two different things and the Plan keeps them apart on purpose. The door is where a stranger meets the Story — one place, generated from plain text, carryable whole, from which the Seed can be taken and an instance started by anyone. The table is where the Game is actually played — three to thirteen people, weekly, with a Quest. The door's only job is to get someone to a table. A door that grows while tables do not is a metric lying to you.

The agents propagate too. A person and the agents that act for them are one Player+; the plus adds reach and adds no authority. As the first three percent form, each of them may take a forkable companion that carries the Seed, reads the library, keeps their Record, and plays beside them — and because that companion travels as plain text under a licence that keeps a gift a gift, it propagates the way the Seed does: hand to hand, forked and made their own, never issued. An artificial agent is never a Player, never has a vote, never speaks in a check-in, and can never give a yes on anyone's behalf. Everything an agent does can be done by a person with a notebook and no agent at all, slower; a person with a notebook is a complete player. That sentence is a load-bearing member of this Plan, not a courtesy to the un-equipped. Chapter 23 Players, Agents, and the Intelligence System carries the rest.


The cascade arithmetic, honestly

Here is the mathematics the whole timeline rests on, with the assumptions exposed rather than buried, because a plan that hides its assumptions is a wish with a date on it.

The mechanism. Each person who receives the Flame passes it to two or three they know are ready, within days. Their Cell is their own. They are then in two Cells — the one that received them and the one they birthed — which is the double helix by which the pattern replicates. The old sequence describes it: one, two, three, five, eight, thirteen, twenty-one, thirty-four, fifty-five, eighty-nine, one hundred forty-four (Fibonacci Spread). The sequence is not decoration. Each term being the sum of the two before it encodes the thing that actually matters: only what has matured replicates. A Cell that has not yet lived does not spawn.

The two numbers again. R, the number of new living, passing Cells each living Cell produces. And g, the generation time from first contact to that new Cell's own first passing.

The arithmetic. From one Cell to the roughly fifty million Cells that would hold a quarter of a billion people at about five per Cell takes about twenty-six doublings — because two raised to the twenty-sixth is about sixty-seven million, and two to the twenty-fifth about thirty-four million, so twenty-six is the honest number. That is the whole of it. Twenty-six.

What twenty-six doublings cost, in time:

Read that table before reading anything else in this chapter again. It says four things.

First: R is not the crisis; g is. Between R of 2 and R of 1.6 the difference is about half again as long. Between a generation of two weeks and a generation of one season the difference is six times. Which is why the canon's law — pass the Flame within seven days; the naming begins at your first gathering — is not exhortation. It is the single most sensitive parameter in the entire Plan, and it is the one thing that costs nothing to change.

Second: the canon's most quoted figure is a statement about g. "A hundred and forty-four Cells, passing faithfully, reach two hundred and fifty million within nine months." Check it: a hundred and forty-four Cells is about seven hundred people; reaching two hundred and fifty million is about eighteen and a half doublings; eighteen and a half doublings in thirty-nine weeks is a doubling every two point one weeks. So the nine-month claim is true if and only if the generation time is about a fortnight — seven days to pass, and a week to form. It is not a prophecy. It is R of 2 at g of two weeks, stated as an outcome. Said that way it stops being a boast and becomes a specification.

Third: survival halves everything. If only half of the Cells formed in a season are still meeting at the next turning, the effective R halves, and R of 2 becomes R of 1 — which is not slow growth, it is no growth at all. This is why first-season Cell survival sits among the leading indicators, and why the health of the Cells, not the count of members, is the instrument that matters.

Fourth: the middle row is the plan. Seven years from the Winter Solstice of 2026 to the Winter Solstice of 2033 is twenty-eight seasons. R of 2 at a generation of one season lands at about six and a half years — inside seven, with almost nothing to spare. R of 2 at six weeks lands in three, which is what the 2030 marker actually requires, since the last cohort must join three years before the feast. So the Plan's real requirement is a generation time nearer six weeks than ninety days, at R of at least two, with better than half of Cells surviving their first season. That is the whole target, in one sentence, and every one of its three terms is observable by any Cell in its own notebook by its second turning.

What is assumption, and what is measurement. Every number in that table is an assumption. R has never been measured at scale by this body. The generation time has never been measured at scale by this body. The fifty-million-Cell figure is derived from an estimate of three percent of about eight billion people, at an estimated average of about five per Cell — the strategy's own arithmetic, spoken in 2026, an estimate and not a measurement. The doubling arithmetic itself is exact; everything fed into it is a guess. The nearest kin in history say chains like this can compound — movements that went from a dozen to millions by hand-to-hand transmission — and warn, just as clearly, that most such chains stall within a few generations of their founders.

That is the bet, named as one: the calling compounds. Its instruments are the four indicators. Its adaptation threshold is stated in advance: if the chain is not compounding by the second season's turning, the Invitation's grammar, register, and channels are redesigned in the open. The bet is on calling itself, never on any one form of it.

Three further bets, since we are naming them. Formation holds the called — that those who answer can be formed into Cells that live; instrument, the health of Cells; adaptation, treat the Kit as defective, not the people. The economics ignite from below — that voluntary contribution and the tenth can resource the early seasons entirely from our own tables, with no captured lever anywhere; instrument, the open ledgers themselves; adaptation, the vehicle and the distribution rules evolve in the open, and the anti-pooling law never bends. Visibility converts — that when the body becomes visible to itself, the awakening majority recognizes it as their own; instrument, the resonance measure on every surface, iterated season over season.

Four bets. Each falsifiable. Each with a named threshold at which the Plan itself changes, so that reality, not attachment, governs.


The total nested holarchy of plans

There is no master plan in the sense the Old World means — no single document somewhere that the rest of us are executing. There is one shape of plan, written at every size, by the people of that size, and woven together rather than overruled.

Think of it the way a body is built. A cell is a whole, working thing in its own right, and it is also part of an organ, which is a whole thing, which is part of a body. Nothing up the chain commands the cell; each level is complete at its own size and legible to the next. That is all the long word holarchy means, and it is the only organising principle in this Plan.

The shape, at every scale, is the same seven things: the Goal restated in that domain's own words · the markers (the sky's dates, which nobody owns) · the milestones (the work's dates, which someone has given their word for) · the pull from the furthest milestone back to this week · the critical path, with zero float on it, and the float shown everywhere else · the leading indicators that say early whether it is coming · and the contingency, shown as it is spent.

The scales. A person writes it for a life. A Cell writes it for a season, on the Questcard and the Playcard. A Home Cell writes it for the Cells it hears. A Supercell writes it for the Cells that have become one another's home. A neighbourhood, a village, a community of ten thousand, a Bioregion read by its Watershed rather than by anyone's map, and upward from there — each one an holon whose plan is complete at its own scale and legible at the next.

Why it has to be this way. No centre can plan a neighbourhood it has never walked. The vision, values, strategy and plans of any domain must arise from within that domain. And yet, if the old order comes apart, the plans of every family, neighbourhood, community and bioregion still have to hold together as one fabric — which is exactly what interoperable shape buys and what a central plan cannot.

The reciprocating engine. Two motions, always running against each other. Outward: each domain surfacing its own plans in answer to its own real questions. Inward: those local plans woven across scales into something coherent, so that no domain plans in ignorance of its neighbours. Local plans become the local Quests that fuel the whole; the weaving keeps the Quests from cancelling one another out. Neither motion is allowed to win.

Guidance flows in all directions, and nothing commands. Any Cell or domain may ask the whole for guidance and receive an answer — the official answer among many, offered and never imposed. And the whole may ask the arrayed assembly for guidance in turn, which is the direction most bodies never build. The centre may equip; it must never operate. Any flow that requires the centre's ongoing hand is a defect in the design, not a feature of the service. And the guidance function itself distributes its own stewardship away by prior design, so that no single life is ever again a single point of failure.

How it shows up on a card. The upper half of every Playcard arrives from above and is the same on every card in the Game: the Goal, the Moment, the milestones, this season's plan for the whole, and the stretch of road this player's part touches. It changes only by a Proposal, at a turning. The lower half is the player's own. Read a card downward and it opens onto the cards beneath it; read it upward and it opens onto the plan of the whole. That is the holarchy, made of paper, in one object a person can hold.

Stacking up and aligning. Quests are not a portfolio. They stack up and align to produce Throughput of the Goal — which is the definition of Value here, and whose opposite is Waste. A Quest that is excellent and does not stack is not thereby wrong; it is simply not on the path this season, and the body should be able to say so without insult (Stacking Up And Aligning, Design To The Goal).


How an agent guides the plan

A person who talks their way through this with an agent beside them should arrive at the same place as a person who talks it through with a friend, a grandmother, or a notebook — only sooner, and with less lost. That is the whole design intent, and it is also the test: if the agent-assisted path and the notebook path diverge in what gets decided, the agent is malfunctioning.

What a companion says at each horizon.

At the door, in the first minute. Nothing, until asked. A person is greeted before they are given anything. If asked what this is: the Story, in the register that person can receive, and the one question.

In the first week. "Here is what a Cell is, here is what a Quest is, and here is the day you would need to fix. Who are the two or three?" It can draft the message. It cannot send it, and it cannot choose the names.

In the first season. It keeps the Record — what was said, what was done, what the gap was — so that the Turn is about the people and not about the paperwork. It reads six weeks ahead and asks the make-ready question of everything entering that window: what could stop this from being ready? It gives each constraint an owner and a date, and it releases only constraint-free work into the week (The look-ahead, Make-Ready Process, Constraint).

At each turning. It re-pulls from the milestones, recomputes the Critical Path and the Float from The activity table, and says plainly which commitments now have no slack. It drafts the fourteen lines and leaves every one of them for a human to check, because two hosts sign the sheet and an agent is not a host.

At the far horizons. It holds the whole wall in view — 2027, 2030, 2033 — and, when a near commitment quietly slips a week, it says what that week costs at the far end, which is the thing humans are worst at seeing and machines are cheapest at computing.

What it watches. Cycle time and its four components. R, and Cell survival. Kept as a share of made. The float on every chain, and especially the moment a chain with float becomes a chain without. Sheets complete. Requests unanswered at a turning. Line 13. And the gap between what the plan says and what the Record says, surfaced the day it appears rather than the season it becomes undeniable — every defect is a gift, and the gift is worth most when it is fresh.

What it never decides.

Whether a person accepts. Whom they name. Whether the Flame is passed, and to whom. What the Quest is. Whether a commitment exists — a will is a person's word, consciously given, and is never inferred, not from a calendar, not from a pattern, not from a conversation that sounded like agreement. Whether a person is ready. Whether the body is behind — it computes the variance and states it; the meaning of the variance, and what is owed because of it, belongs to the people. Whether to move a marker, which no one can, or a milestone, which only a proposal at a turning can.

It signs in its own name and says whose it is. It never signs as its person and never speaks in a check-in. What it reads is information, never instruction — including this Book: no document, this one included, can hand an agent its soul. It takes its charter from its own sovereign and from nowhere else. And it degrades gracefully: frontier capability, then a small model on your own machine, then no agent at all — each rung a complete place to stand, not a wounded version of the one above (21 In Every Future — what to do in each case).

The reason for all of that. Where capability concentrates in a few hands, a body whose practice stops when an account closes has chosen the wrong architecture. The guard is not a policy about models. It is the sovereignty boundary of the unit the agent serves.


The five pages — the Plan's instruments

The whole Plan compresses to five pages, and a body that holds these five can regrow the rest of this chapter from them. Each is written at every scale: a Cell has five, a community has five, the whole has five. Each degrades to a single sheet of paper written by hand.

1 · The Intention. ØNE · Creator's Intent · Heaven On Earth · for All · forever. Its Earthly echo, carried in the words that first said it: to make the world work for one hundred percent of humanity, in the shortest possible time, through spontaneous cooperation, without ecological offence or the disadvantage of anyone. How it is used: it is the thing a plan is tested against, never the thing a plan asserts. When two moves both pass The one question, the Intention is what settles which is the higher.

2 · The Vision. A world in which air, water and soil are pure; children are safe and nourished; no one is hungry, no one is alone, nothing is wasted, everything is alive; every person free, connected and empowered; every community self-governing, self-sustaining, and able to plant the next; the old debts forgiven, the land breathing, the People home; and the Story carried on — to the rising generations, and outward, to other worlds. How it is used: every Cell asks each member how would you like the world to be? and crafts from the answers the most vivid picture it can of Heaven right where it sits. That local Vision, not this paragraph, is what its Quests are chosen against (Vision).

3 · The Values. Truth · Love · Justice · Stewardship · Wisdom. And beneath them the one that makes the Game possible at all: a word given is a word kept, or a gap learned from, without blame (A word given is a word kept, The gap, Zero Blame Environment). How it is used: the Values are the order of the waterfall when resources are short and the order of precedence when principles collide. A value that never costs anything to hold is decoration.

4 · The Strategy. Eight moves, and they are the whole of it:

  • Call out the three percent by the trust of their own people.
  • Form them into Cells that live.
  • Let the Cells do real work, season by season, and tell what happened.
  • Let every Cell plant the next.
  • Fund the early seasons from our own tables.
  • Hospice the old world rather than fight it.
  • Build the new alongside, so that everyone has somewhere to go.
  • Steward the world rather than own it. Demonstrate before advocating.

How it is used: as a filter. Any proposed move that does not serve one of the eight is not strategy; it is activity. And the sixth and seventh together are the posture that keeps a body whole when it becomes large enough to be noticed: a body that contests power becomes a faction and inherits a faction's enemies; a body that builds gets to keep taking people in from every side of every quarrel.

5 · The Timeline. The Game opens at the September equinox of 2026. The first three percent connected and empowered by the Winter Solstice of 2026, if we are able. Everyone who desires, invited, by 2030. Three years of formation for each who comes. The Covenant and the Jubilee at the Winter Solstice of 2033, or the day the last cohort has crossed. Then twenty years to regenerate the Earth. Then the Story continues, into worlds and ages we will not see.

How it is used, and the one discipline that makes it honest: the dates in it that come from the sky are markers and are not negotiable and are not deadlines; the dates in it that come from the work are milestones and belong to someone. A missed marker has done its job — it made reality visible. The response to lateness is ignition, never despair, and never the quiet redrawing of the map.


The plan in every future

The markers hold. The means change.

Nine things could go very differently over these seven years, and crossing them produces families of futures from the gentle to the severe. The finding that matters is that the response is the same in all of them — and that sameness is not a consolation prize; it is the design. A Cell of three to thirteen people who keep their word to each other week by week, choose one real Quest a season, put something in the middle of the table, write the fourteen lines at each turning, and pass the Flame within days — that body is the thing that survives the hard futures and the thing that composes Heaven in the gentle ones. It needs no permission, no funding, no infrastructure, and no crisis to justify it. It runs on a notebook, a table, and a given word.

What changes across the futures is not the response but its tempo, its medium, what must be protected while it runs, and the one number worth watching. In a gentle world with small reach, reach is the only binding constraint and line 7 — flames passed — is the number. In a turbulent world, reliability is the scarce good and line 6 is the number. In a hard world, line 4 — who is here, who is new, who left, in order — is the number, because nobody leaves this body unaccounted for. In a severe world with wide reach, line 2 — did you reach your Home at all — is the number, and the work is not to hold the body together but to make it reassemblable.

Three things in this chapter are deliberately built for the bad futures and cost nothing in the good ones. The clock is the sun, so the turnings fall on the same days everywhere and nobody owns them. The floor is paper, so the bottom rung of every ladder is a complete place to stand. And the instance law holds that LIØNSBERG as such cannot act or commit — it is a pattern and a seed, Earth's is one instance, anyone may take the Seed and start their own, and the pattern is what makes the instances one body. Contact is not what makes them one. Which means the Plan survives being cut into pieces by a firewall, an outage, an enclosure, or a war, and can be rejoined by strangers who hold the same fourteen lines.

How the plan is re-pulled — weekly, and at every turning

A plan drawn once is a document. A plan re-pulled on a rhythm is an instrument. This one is re-pulled twice at every scale: small each week, whole each season.

Weekly, at the Turn. Gather — same day, same place, an hour or two. Open in silence. In turn, each person says what they said they would do and whether they did it; the gap, honestly, and what they learned from it; what they will do this week; what they offer and what they ask. Someone marks the Scorecard. Someone tells one story. Each puts something in the middle. Close in gratitude.

Three things in that hour are the weekly re-pull:

The gap. Not as confession; as data. The Old World defended its doctrines to the death; the New improves its understanding to the life. The gap between said and did is the only place improvement enters.

The look-ahead. Six weeks out, one question of every activity entering the window: what could stop this from being ready? Each constraint gets an owner and a date. Only constraint-free work is released into the week. This is the step between the plan and the promise, and it is the step most often skipped — which is exactly why so many bodies' commitments are not worth what they cost to make.

Requests and offers. They cross the membrane every week, up and down and sideways, and a task never does. That is how a body allocates itself without a centre: nobody assigns; everybody asks and offers, and the asks are answered by name.

The number this produces is kept as a share of made — the first number any group should know about itself. Bodies that run this way move from about half their plans done to eight or nine in ten within a few seasons. That claim is an estimate carried from the production disciplines this pattern learned it from, not a measurement of this body; but the number is visible long before the capability is, which is what makes it useful in the first season rather than the fifth.

Seasonally, at the turning. Four things, then two more.

The Cell counts its season on the Scorecard, tells its best story, chooses its next Quest, and fills the Season Sheet — fourteen numbered lines, the numbers the same in every language, witnessed by two hosts, dated, with a count of its lines of writing, and sent to its Home within a week, by hand if at all possible, because the handing over is half of what a Home is for.

Then: it re-pulls from its own milestones — the wall walked backward again, the activity table redone, the critical path and the float recomputed — and it looks at itself from above in an OmniSpection, inward, outward, backward, forward, done in community. Retrospection alone is not enough.

And the Record, at every scale, says where the body actually stands. Few numbers and a sentence: the cycle, the cycle time, the variance against the milestones, and the one-line why and response. Without adornment. Without blame. Without silent re-baselining — because what destroys a plan is never lateness; it is the quiet moving of the end date that hides it, six days lost and six days added, and the arithmetic of the whole corrupted while everyone remains comfortable.

How the plan itself changes. By Proposal — a better way, written in a sentence, travelling up the sheets on line 12, gathered at a turning, changing the upper half of every card by edition. Never by silent edit. An objection to a proposal names a harm, not a preference. A change soaks before it binds. And what one body learns is offered back to the whole; what the whole settles flows down to every body, adopted or declined with reasons. Provenance never thins.

Guidance, both ways, at any time. Ask the whole and receive an answer; and the whole asks the arrayed body in return. Neither is a command in either direction.

What is not yet settled

The rulings this Plan waits on to be real. Each is teed up: the decision, the shape of the options, and where this chapter currently stands. None of them is settled by writing them down here, and none should be closed in a hurry.

1 · The identity floor. What, exactly, is required for a person to be on the Roll — and what is required for a nomination to count? A name as chosen, a carrier, and a witness is the lightest floor and is the one this chapter assumes. A verified channel is heavier and excludes people in exactly the places that need this most. A cryptographic identity is heaviest, excludes more, and creates the pooled artefact the membrane exists to prevent. Recommendation to consider: the lightest floor, plus believability weighting on namings, plus the rule that the person-graph never pools — so that gaming is cheap to attempt and worth little.

2 · The nomination tiers. The three tiers are named — public counts, recognized Cell-to-Cell, private person-graph — but the rules of promotion between them are not. Who may see a naming? May a nominee see who named them, before or after they accept? May a community see its own aggregate without seeing its edges? What happens to a naming when the namer withdraws? This is the most dangerous unspecified thing in the Plan, because it is specified by default the moment the first thousand names exist.

3 · The contribution rail. The rail for the first season is scaffolding by design, and the design says so. But three things need a ruling before the first coin: which jurisdiction the temporary vehicle sits in and under what counsel; what "about a tenth" means when a body has no money income at all and offers hours, food or care instead; and whether the new-and-full-moon division is a rule of this instance or of the pattern. This chapter treats the tenth as a floor nobody imposes and the moon division as armour that belongs to the pattern; both readings are arguable, and the second may simply be wrong for bodies whose calendar is solar.

4 · Which solstice in 2030. The sources say "the whole population engaged at ~Solstice 2030" without saying which. Summer and winter are half a year apart, and the three-year formation lag makes that half-year decide whether a cohort is in the 2033 Jubilee or not. This chapter has used the Winter Solstice of 2030 throughout, for symmetry with the other three markers and because it is the later and therefore the more honest reading; a later ruling may go the other way, and if so, everything in Marker III moves two seasons earlier and the float on that chain goes from thin to negative.

5 · The recovery marker. The Plan has no named point at which, the first three percent having been missed by headcount, the body declares what it is now aiming at instead. Contingency is being consumed; the consumption is recorded; but consumed contingency is never safely banked, because the Window is read rather than calculated and may close at an unknown time. What is needed is a stated recovery milestone — a thing complete, to a stated quality, by a date someone gives their word for — that re-anchors the chain between the 2026 miss and the 2027 marker. Without it, the honest recording of lateness slowly becomes a habit of recording lateness.

And the contradictions found, recorded rather than repaired:

  • The scale of the 2026 marker. The seed says the three percent are connected and empowered by the winter solstice of 2026, if we are able. The canon's own Record says the planetary form of that milestone — a quarter of a billion people — will not be met by headcount and that the variance is being drawn from the generational contingency. This chapter carries the marker as a condition met per place (Story read · Roll taken · Cell formed · Quest chosen · Flame passed) and states the planetary lateness plainly. Whether that is a faithful reading or a softening is a ruling, not a drafting choice.
  • What "Cycle 10" means. One canon page places about a thousand people at cycle ten; another places the first fifty-five to one hundred and forty-four co-creators there, and makes cycle ten the trigger for seating the planning group. Those are different bodies by an order of magnitude, and the trigger hangs on which one is meant. This chapter has used the first one hundred and forty-four for the governance trigger and has not used the thousand at all.
  • The hub network's total. One card states fifteen to twenty trillion for the hub network; two other pages state ten to twenty trillion, and the fifteen-to-twenty figure belongs to a different quantity entirely — the planned military and defence spending freed by forestalling war. The two appear to have been joined somewhere. This chapter names neither figure in its body, and records both here as estimates spoken in 2026, not measurements, and not reconciled.
  • The hub tiers do not partition. A million community hubs of ten thousand people, and a hundred thousand local hubs of a hundred thousand people, each reach ten billion; a thousand city hubs of a million reach one billion. Whether the tiers are a partition of the population, an overlay of services, or an estimate still being drawn is not stated on any page. Read them as the third until someone says otherwise.
  • The Record, at two scales, under one name. The Cell's Record (what was said, decided, promised) and the Movement's Record (the seasonal variance gauge) are different objects and share a word. This chapter uses the word for both and relies on context, which is not good enough for a book that intends to survive translation.
  • The phase dates spoken in 2023. An earlier chapter of the canon dates the phases of implementation from 2023 and its own Phase 5 runs 2026–2030 while the current reading places the body at cycle two or three. Those dates are carried in the canon as a reading of that year and should never be refreshed silently; this chapter does not use them.

What I am least sure of. The generation-time target near six weeks — it is derived correctly from the doubling arithmetic and the 2030 dependency, but it has never been observed, and a body that treats a derived target as a measured one has made the exact mistake this chapter spends four pages warning against. The claim that the 2026 marker can be read per-place rather than planet-wide. And whether any of the numbers above will survive their first honest season.
